Illicit Discharges

An illicit discharge is a discharge to an MS4 that is not composed entirely of storm water, except allowable discharges pursuant to an NPDES permit. It is frequently caused when the sewage system interacts with the storm drain system or from pollutants produced by specific source areas and operators. These occur due to illegal dumping or illegal connections to the stormwater drainage system.


Complaints or concerns about drainage or observations of illicit discharges can be submitted to the city through any of the following methods:
