Development Authority of Powder Springs RFP

The Development Authority of Powder Springs is seeking a development partner for the development of properties that may attract higher wage business and industry, as well as redeveloping key corridors/areas of the City. Certain properties that have been targeted for annexation and/or redevelopment by the Development Authority of Powder Springs, Powder Springs Planning Commission and the Powder Springs Mayor and Council are eligible candidates; however, the Authority would also consider partnerships for properties strategically located along an arterial or major collector roadway.

RFP # 22-001 - Request for Proposals: Grounds Maintenance Services

The City of Powder Springs is seeking competitive sealed proposals for Grounds Maintenance Contract Services.  It is the intent of the City to contract for these services through an annual contract. Grounds Maintenance Contract Services covered under this agreement shall include General Specifications, Detailed Specifications, and Landscape Maintenance Tasks.  This contract/agreement shall cover the below listed City owned facilities, grounds, assigned streets, and medians as follows:

  • City Hall/Municipal Court – 4483 Pineview Street
  • Temp City Hall – 4426 Marietta Street
  • Thurman Springs Park – bounded by Pineview Drive, Oakview Drive and surrounding buildings, includes all grassed areas, adjacent islands, and landscaped areas.
  • Ford Center Complex- Library/CAC/Senior Center – 4181 Atlanta Street
  • Linear Park – From basketball court to climbing tower and surrounding slopes; slopes from basketball area to concession building
  • Butner Park
  • Seven Springs Museum at Bodiford House
  • Silver Comet Access at Dillard Street
  • Lynn Drive from Old Lost Mountain to Thurman Springs Park
  • Pineview Dr from Lynn Drive to Jackson Way Ext

The purpose of these specifications is for the procurement of grounds maintenance services requested by the City of Powder Springs for the assigned areas/facilities and various City medians/sidewalks within the city limits.  Answers to questions will be posted as RFP# 22-001. Addenda to the bid will be posted on the city’s web site. 

The deadline for submission of questions shall be noon EDT on Tuesday, March 29, 2022. All questions shall be submitted to the attention of Kelly Axt, City Clerk, at kaxt@CityofPowderSprings.org. Vendors shall submit an original and five (5) copies of the proposal.

RFQ # 22-002 - Request for Qualifications: Design Build Services - New City Skatepark

The City of Powder Springs, Georgia is seeking sealed qualification statements from experienced and qualified firms for the purpose of providing design and construction services for a new city skatepark. 

Sealed proposals shall be received by no later than noon EDT on Monday, April 11, 2022, at the City of Powder Springs, 4426 Marietta St., Powder Springs, Georgia 30127, sent to the attention of Kelly Axt, City Clerk. Late submittals will not be accepted.

The deadline for submission of questions shall be noon EDT Monday, April 4, 2022. All questions shall be submitted to the attention of Kelly Axt, City Clerk, at kaxt@CityofPowderSprings.org. Vendors shall submit an original, five (5) copies, and an electronic copy of the proposal. 

The City reserves the right to reject any or all qualification statements, and to waive any informality and technicality in bidding in order to select a design-build team that is determined to serve the best interest of the city.

IFB #22-003 - 2022 Streets Resurfacing

The City of Powder Springs will be seeking qualified, experienced, and licensed contractors with demonstrated skills and experience in providing construction services for the traffic control, milling, base reclamation, patching, asphalt topping, striping and marking, and all other work necessary for the completion of the project. The aforementioned project is Deer Creek from Powder Springs Road to End, Dillard Street from Pineview Drive to Marietta Street, Mustang Drive from Palomino Drive to Wildhorse Drive, Saddlerun Lane from Winding Lane to Sadderlin Lane, Port Lane from Starboard Drive to East End, Lookout Trail from Hillside Drive to Hillside Drive, Mooring Drive from Mooring Drive to East End, New Town Drive from Morning Side Way to Grady Grier Road, and Ramblewood Court from Windling Lane to Rambling Court. 

This proposal shall also include all materials, labor, equipment, and miscellaneous related items to complete this project in accordance with the terms of the Invitation For Bid (“IFB”), any resulting contract, and the construction documents/specifications prepared by Croy Engineering, LLC for the City of Powder Springs. Prospective submitters can go on the City of Powder Springs website (cityofpowdersprings.org) to download the Document Package and any Addenda.

The proposals shall be submitted to City Hall at 4426 Marietta St. prior to 10 a.m. on Tuesday, April 12, 2022, at which time they will be publicly opened and read aloud. There will be a Virtual pre-proposal meeting on Wednesday, March 23, 2022, at 10 a.m. The link for the meeting will be posted to the city website. All inquiries and questions shall be made on or before 5 p.m. Wednesday, March 30, 2022. The City of Powder Springs is seeking competitive sealed proposals from qualified organizations for the purpose of establishing a contract for food distribution programs for city residents. 

Sealed proposals shall be submitted to City Hall at 4426 Marietta St., Powder Springs, GA 30127, prior to noon EDT, Monday, April 18, 2022. No proposals will be accepted after the noon deadline.

BID AWARD UPDATE - We received a large number of proposals in response to our RFP, and we are grateful for the time and effort they represent. Over the next several weeks we will be taking the necessary time to review and understand them, verify references, and match qualifications to our needs. We hope to be in a position to award a contract by mid-June, with authorization to proceed beginning July 1, 2022.

IFB #22-008 - Invitation for Bid: Pineview Trail

The City of Powder Springs will be seeking qualified, experienced, and licensed contractors with demonstrated skills and experience in providing construction services for the traffic control, curb and gutter, concrete sidewalks, landscaping, paving and all other work necessary for the completion of the Pineview Trail Project IFB 22-008 on Pineview Drive. This proposal shall also include all materials, labor, equipment, and miscellaneous related items to complete this project in accordance with the terms of the Invitation for Bid (“IFB”), any resulting contract, and the construction documents/specifications prepared by Croy Engineering, LLC for the City of Powder Springs. Prospective submitters can request the bid package by emailing the Program Manager, Chad Kastner at ckastner@croyeng.com.      

The proposals shall be submitted to City Hall at 4426 Marietta St. prior to 10 a.m. on Tuesday, May 24, 2022, at which time they will be publicly opened and read aloud. There will be a pre-proposal meeting on Thursday, May 5, 2022, at 10 a.m. via Zoom. All inquiries and questions shall be submitted to ckastner@croyeng.com on or before 5 p.m. Tuesday, May 17, 2022.  All communication relating to this proposal, either before or after the opening, must be coordinated through Chad Kastner, at 770-971-5407 or ckastner@croyeng.com.  

The City of Powder Springs reserves the right to accept or reject any or all proposals, to waive irregularities, informalities, and technicalities, award the contract in the best interest of the City of Powder Springs, or to request re-proposal. The City of Powder Springs reserves the right to accept all or any part of the proposal and to increase or decrease quantities to meet additional or reduced requirements of the City of Powder Springs. The City also reserves the right to cancel the agreement with the successful submitter. The City of Powder Springs will not be obligated to award contracts based solely on price or low proposal. The full cost of this proposal shall be borne by the submitting company. RFP #22-009 - Request for Proposals: Banking Services

The City is issuing this RFP to select one or more banks to serve as banking partners. To facilitate the evaluation of proposals and the efficient and economic operation of the cash management process. The City of Powder Springs invites proposals until May 13, 2022, from qualified banks.

RFP # 22-010  - Request for Proposals: Accounting Enterprise Resource Planning (ERP) Software

The City of Powder Springs is seeking competitive sealed proposals from qualified providers for the purpose of establishing a contract for Accounting Enterprise Resource Planning (ERP) Software. 

Sealed proposals shall be submitted to City Hall at 4426 Marietta St., Powder Springs, GA, 30127, prior to noon EDT Tuesday, May 31, 2022. No proposals will be accepted after the noon deadline.
